Miami city commissioners for a second time in as many years approved a proposal to build a Wal-Mart store in Midtown Miami as opponents who have been fighting the retailer in court vowed to continue litigating against the world’s largest retailer.

The city approved the project despite an appeal from a group of activists and business owners last year. That group, with local businessman Jacob Pfeffer as lead plaintiff, sued the city and Wal-Mart over the decision, claiming a special permit necessary to the project had been improperly granted.
