Two former CEOs of Miami low-income housing developer Carlisle Development Group LLC have been charged with defrauding the federal government by falsifying construction contracts to pull in $26 million in unwarranted federal tax credits and grant money.

Carlisle co-founder Lloyd Boggio and Matthew Greer, son of company co-founder Bruce Green, and allegedly conspired with Fort Lauderdale-based general contractor BJ&K Construction Inc. to submit inflated construction estimates to the Florida Housing Finance Corp. The contractor kicked back the extra funds to Greer and Boggio.
