City commissioners sitting as the board of the Southeast Overtown Park West Community Redevelopment Agency deferred ratifying a sign permit for developer Michael Simkins’ 58-story electronic billboard proposed for the northeast corner of Northwest 10th Street and First Avenue in Miami.
