A developer is throwing away a two-decade-old plan to build a mixed-income community in a 10-acre section of Miami’s impoverished Overtown neighborhood, instead proposing to focus on luxury office space for international tech-focused firms.
Part of the plan calls for developer Michael Simkins to seek Miami City Commission approval Monday to build a 58-story-tall LED billboard tower on the northwest corner of Northwest 10th Street and First Avenue.
