When Jackie Durham closed on a new condominium within walking distance of the posh Gardens Mall in late 2005, she thought she’d made a solid investment in a vibrant Palm Beach Gardens community bustling with high-end retail, restaurants and luxury homes.

But she said the first major rainstorm washed away that impression, leaving her and other owners at the San Matera condos fuming about leaking roofs, damaged windows and what they say is widespread shoddy construction by a developer affiliated with West Palm Beach-based Kolter Homes LLC.
