During his presentation to the Miami Downtown Development Authority, the executive director of the South Florida Regional Transportation Authority was asked why a community redevelopment agency that stands to benefit from a new downtown Tri-Rail station was kicking in less than 2 percent of the expected cost.

Pieter Bockweg, executive director of the semi-autonomous city agency, was present. But neither he nor City Commissioner Marc Sarnoff, who chairs both the redevelopment agency and the DDA, jumped at the chance to answer the question.
