Before deciding whether to approve a package of benefits for the builder of the $2 billion Miami Worldcenter project, the City Commission spent hours waxing philosophical about doughnuts.

Commissioners Francis Suarez and Marc Sarnoff said the giant mixed-use complex promised by developer Miami Worldcenter Associates would be a bonus for the city’s economy that would turn a blighted “hole in the doughnut” just north of downtown into a vibrant complex. They said the benefits to the city easily outweighed any accommodations that would be made.
