A report from a U.S. Supreme Court special master doesn’t conclude the epic litigation conflict known as the “water wars,” but it delivers a decisive victory to an army of lawyers who have labored long for Florida and Georgia on that battlefield.

They earned their medals in a conflict that spans the service of three Georgia governors and three attorneys general.
