While the intent of such a presence is not fully clear, from a base in Cuba, Russia could more easily eavesdrop on U.S. military and commercial communications. Some speculate whether Russian expansion may be fuel for detente with Cuba.

While the intent of the Russian interest in a Cuba presence is not fully clear, Russia could use a base in Cuba to more easily eavesdrop on U.S. military and commercial radio and cellular frequencies, experts say.
