At a time when Russia is being accused of hacking U.S. elections systems and servers to influence the outcome of the U.S. election, and the U.S. has hinted at cyber retaliation, Moscow has announced it is considering re-establishing a presence in Cuba.

While the intent of the Russian interest in a Cuba presence is not fully clear, Russia could use a base in Cuba to more easily eavesdrop on U.S. military and commercial radio and cellular frequencies, experts say.
