Stock broker Juan Cruz is banking on an unusual group of Argentines as he hunts for his first home in Buenos Aires: tax cheaters.

Cruz said he plans to tap the secondary market in “Cedins,” central bank-issued certificates given to Argentines in its tax amnesty program. In exchange for turning in untaxed foreign currency, people get dollar-denominated Cedins they can trade or use to buy housing. The notes are now selling at a 15 percent discount.
