A divided state appellate court refused to accept jurisdiction on an insurance question, after siding with the insurer in a similar case in July.

It refused a request for a writ of certiorari from Allstate Fire and Casualty Insurance Co. to quash lower tribunal rulings in favor of medical providers seeking higher payments under personal injury protection, or PIP, policies.
