A proposed project in Miami’s Coconut Grove has triggered a public rift between a city commissioner and City Attorney Victoria Mendez.

Armed with a handful of emails and stark accusations, City Commissioner Ken Russell alleged Mendez improperly interfered with a planning and zoning item that allowed a project to move forward in his district. The commissioner said Mendez then hid emails from his office, pushing him to make decisions “in the dark,” which he said bruised his trust in Miami’s legal department.
