Carnival Corp.’s announcement Tuesday of plans to begin cruise service to Cuba next May fits within very specific and complex regulations. However, the announcement also confirms the cruise and shipping industry’s strong interest in offering Cuba service to Americans.
In May, the U.S. Department of the Treasury began issuing licenses for ship transportation between the U.S. and Cuba, authorizing six passenger vessels without identifying the license holders. Some ferry operators have announced they hold a license.
