The Cuban Adjustment Act, which for 46 years offered special treatment for those looking to escape communist Cuba, may need an overhaul in light of Cuba’s plans to eliminate exit visas, immigration experts say.

The United States issues up to 25,000 visas for Cubans yearly, but the new policy would allow Cubans to come and go on tourist visas. The 1966 law set up a route for fleeing Cubans to seek legal residence if they could make it to the United States with or without a visa.
