Attorney General Bill McCollum’s bid to stop federal health-care reform appears to be a long-shot gamble that many legal experts say has little likelihood of success.

Just minutes after President Obama signed the reform package into law, McCollum filed a lawsuit Tuesday in Pensacola federal court on behalf of Florida and 12 other states claiming the far-reaching legislation violates the U.S. Constitution on several grounds, including a violation of the 10th Amendment that reserves certain powers to states.
