President Donald Trump outlined his goals for several significant issues facing the nation Tuesday during his first address to Congress. One of the issues he addressed and gave importance to was the nation’s infrastructure. This topic was only addressed during a small slice of the president’s speech, but his words could signal some significant evolution in the world of Public-Private Partnerships, or P3.

A P3 is a contract between a public agency and a private sector entity that allows the public agency to share the risk and the rewards of a public infrastructure project. The private sector entity shares in the risk and the rewards of the project as well but is engaged by the public agency to perform some or all aspects of a public infrastructure project in exchange for user fees that the project generates.
