A Miami federal grand jury indicted a Peruvian businessman on charges of exploiting Spanish speakers in the U.S. by allegedly concocting unpaid bills and posing as attorneys or government employees seeking payment.

Cesar Luis Kou Reyna of Lima was accused of using call center operations to bully people into paying or face a lawsuit. Many of those who received the calls paid what they believed were “settlement fees” to Kou Reyna’s company, Fonomundo FC, federal prosecutors charged.
