A top Miami ethics expert has issued a stinging rebuke to a firm bidding on an $80 million engineering contract for a Miami-Dade County sewer project for what he calls a violation of the county’s so-called cone of silence policy protecting decision makers when contracts are pending.
Attorneys for Los Angeles-based engineering firm AECOM asked Anthony Alfieri, director of the Center for Ethics & Public Service at the University of Miami, to issue an opinion about the propriety of Colorado-based competitor CH2M Hill contacting members of the contract selection committee directly. CH2M Hill was ranked first by county evaluators.
