U.S. immigration agency violating Cuban Adjustment Act, 11th Circuit rules

In a split decision, the 11th Circuit said the agency is violating the 1966 law by not granting all spouses of exiles a 30-month rollback on their status as permanent residents - and thus delaying their path to U.S. citizenship.
