Board of Contributors: IRS whistle-blower program needs refining

Like the False Claims Act, the IRS program has the potential to become the government's most effective tool in combating tax fraud. Unfortunately, the government only has resources to pursue cases involving the greatest amounts of money and the most compelling evidence.
