3rd DCA says judge Milton Hirsch's ruling on drug-possession cases "flawed"

Judge Hirsch dismissed 39 drug possession cases, saying he was obliged to follow the lead of an Orlando federal district judge. The 3rd DCA did not agree and upheld the constitutionality of Florida's drug possession law.
