Congress and President Obama just changed the playbook on how businesses are able to raise money from investors.
David T. Scubauer says The JOBS Act eliminates the manner-of-offering limitations in most private placements so long as all actual purchasers of securities are accredited investors. As a result, companies now will be able to publicize their private placement offerings, and offer and sell the investments to any accredited investor whether or not the company has a preexisting relationship with the investor.
